The Government of the Republic of Indonesia has established the Enforcement of Restrictions on Community Activities (PPKM) New Year 2022 which will be implemented side by side with the latest regulations that have been issued by the government, including in the tourism sector. Based on the Minister of Home Affairs No 62 Year 2021 signed on 22 November 2022 then, PPKM level rules 3 valid for all of Indonesia during the Nataru holiday. This regulation will take effect from the date of 24 December 2021 – 2 January 2022.

Regulations for the Enforcement of Restrictions on Community Activities (PPKM) This was set aiming to prevent the spike in COVID-19 cases in order to regulate several things including tourism activities, activities at the mall, prohibition on returning to one's home area, travel rules when urgent, the rules of worship, and community activities. The following are some of the regulations that have been applied to the New Year's PPKM 2022, Among them are:

Travel Rules
The latest Minister of Home Affairs regulates several things including activities at tourist attractions. The public needs to know about the applicable regulations, namely::

  1. Areas with favorite tourist destinations such as Bali, Bandung, Bogor, Yogyakarta, Poor, Surabaya and others raise awareness according to PPKM level rules 3.
    2. The application of the odd-even rule in tourist attractions. It is mandatory to use the PeduliLindung application and only green and yellow categories are allowed to enter.
    3. The number of tourists is limited to 50% of total capacity
    4. Celebration parties that trigger crowds in open/closed areas are prohibited.
    5. Cultural and traditional arts activities are limited.

Prohibition on returning to one's home area
The latest PPKM regulation urges the public not to travel during the Nataru holiday. Further follow the rules:

  • Appeal for the elimination of the Nataru homecoming for community members and nomads.
  • An appeal for people not to travel and not to return to their village if there is no important or urgent purpose.
  • Tightening the flow of inbound travelers from abroad, including Indonesian Migrant Workers (SMEs) in anticipation of the Nataru homecoming tradition.

Activities to the Mall
In addition to regulating the rules of tourist attractions, Ministry of Home Affairs regulations also regulate New Year celebrations and activities in Mal. Here are the rules:

1. Appeal to the public to celebrate the New Year 2022 at home and avoid crowd-inducing activities.
2. Old and New Year parades and processions and other crowd-inducing events are prohibited by the government.

The following are activities in shopping centers or malls:

  • Opened and used the CaresProtect app. Only visitors with green and yellow categories are allowed to enter the location.
  • The Nataru celebration event at the Mall was canceled, except SME exhibition.
  • Mall operating hours have been extended from 09.00-22.00 local time to prevent crowds at certain hours.
  • Visitor capacity does not exceed 50%.
  • Cinemas will remain open at capacity 50% with the implementation of stricter health protocols.
  • Eating and drinking activities at the mall are allowed with capacity 50% and with stricter health protocols.

Provisions for Traveling If Urgent
Even though we have issued an appeal so that people don't travel, the government issues provisions for those who are forced to leave because of certain or urgent conditions. Here are some things to note:

  • Keep using the CareProtect app.
  • Carry out PCR tests or rapid antigen tests in accordance with the provisions of the mode of transportation used.
  • If tested positive for COVID-19, The public is asked to self-quarantine or quarantine in locations that have been prepared by the government to prevent transmission.

Community Activity Rules
Still referring to the Minister of Home Affairs Number 62 Year 2021, There are several rules that need to be considered regarding community activities, namely::

  • Prohibition of leave for ASN employees, TNI, Police, BUMN and private employees during the Nataru period.
  • Schools are advised not to distribute report cards in January 2022 and no special holiday on Nataru.
  • Wedding events and the like are carried out according to PPKM level rules 3.
  • Cultural arts and sports activities will be temporarily suspended 24 December 2021 to 2 January 2022.
  • Closure of the entire square, start 31 December 2021-1 January 2022
  • Regarding other matters that have not been regulated, it will refer to the Ministry of Home Affairs of each region, both the Java-Bali region and outside Java-Bali.

Worship Rules
Rules regarding the implementation of worship for those who celebrate Christmas Day need to follow several things, including::
1. Church administrators form a COVID-19 Prokes Task Force.
2. The implementation of worship and Christmas celebrations is done with:

  • Modest and emphasizes fellowship at the heart of the family.
  • Hybrid implementation, i.e. in congregation/collectively at church or online.
  • Maximum capacity of people worshiping in church 50% from normal capacity by using the PeduliLindung application and only green and yellow categories are allowed to enter.
